Wouldn't count on it. Just moved that post about Lanturn + Twave from another thread, if anybody's wondering where that came from.
Also of note: Grumpig can learn Substitute. Don't remember whether it's by breeding or not, but I know that it is allowed, even if it says it's not. Definitely my favourite OU tier. Zero Zapdos.
Forgive me if I don't take your word for it, but I'd like verifiable sources before changing anything. If you're using NetBattle or Serebii to verify then I want additional sources. Those have been known to be inaccurate - especially Serebii.

I didn't know LegendaryPokemon had such a detailed Pokedex. I used them for a resource all the time in Gen 3, they're pretty good. Anyway, according to their page Spoink can get Subsitute by breeding with several RS 200 Pokemon so I'll see about getting it unbanned. http://www.legendarypokemon.net/rs/pokedex/Spoink/breeding I had to confirm it gets it by breeding within RS 200.
I really like Gyarados. Without Zapdos or the wildly popular Rock Slide it can carve through unprepared teams.

Anything that beats Alakazam you mean? Well Regice does take hits pretty well. I had a specially defensive Regice survive +3 Fire Punch from Alakazam to win me the match (adv ou, not 200).
Psych Up Regice is a good counter against some stat-uppers. Alakazam can be tough to beat, a lot of the counters listed on the Smogon analysis aren't even in 200 play. I used to run Calm Mind Dusclops in 200, it did pretty well if I remember. I'll go ahead and unsticky this, not really needed as a sticky anymore.
I kind of wasn't kidding about the Grumpig thing. If Grumpig is given Substitute it will be able to function better as a wall to all non-HP Dark Alakazam. Some proof of Grumpig's Substitute learnage here: http://veekun.com/dex/pokemon/grumpig It says that it learns it by egg in RS, and I could check on my cart if you really needed me to. Not that I could prove I did, but it's possible anyway. Isn't Psych Up Regice illegal in 200? I didn't check, but since most things learn Psych Up by tutor I imagine it isn't allowed. For beating Alakazam I just use my Toxic Regice with Earthquake (lol), or even just revenge with Flygon's Quick Attack for 50%. Maybe it's just me, but Dusclops is the most annoying pokemon in this meta ever. Assuming you trap anything besides Shadow Ball Trollbat, you will stall it out with Rest/Will-o-Wisp/Mean Look/Night Shade. It gets a kill every time, unless it's tried to trap like Alakazam I guess.
if you have to use an earthquake regice to beat something than it kinda IS broken also I've seen this dusclops and its SRSLY annoying, I do hate it, but well alakazam is way worse
Confirmed. According to legendarypokemon, Spoink can breed with Kecleon who learns Substitute by level-up. LP has a good Gen III Pokedex and lists breeding chains for all Pokemon egg moves, so it's a great resource to double check for Adv 200 move legality. Spoink/Grumpig can now use Substitute in Adv 200. As for Psych Up Regice, you're right - it is illegal. My bad.
Well, I don't HAVE to use it. I just chose to, because I don't think that it's necessary to have the OHKO on Gyarados or Starmie with Thunderbolt. Alakazam is strong, yes. But there are a decent few things that can survive an unboosted hit from him and OHKO back (like Metagross), or even a few that wall him. I appreciate a tier where Alakazam is actually a threat, with things like Blissey and Tyranitar out of the way.
