Besides the following which other 'final evolution' pokemon would be classified as being Dragons?

Charizard, Gyarados, Dragonite, Milotic, Garchomp, Salamence, Altaria, Flygon, Kingdra, Rayquaza, Latias, Latios, Giratina, Dialga, Palkia

For example would Sceptile, Feralgatr, and Tyranitar be classified as a form of dragon pokemon?

Any Pokemon in the Dragon Egg group, so Sceptile, Seviper and Arbok in addition to your list.
Personally, I'd also include Lapras, Tyranitar and Feraligatr.

Personally, I find it rather amusing that what was clearly intended to be the 'original' dragon, Charizard, actually is not part Dragon at all. I mean, there is no Pokemon more like a Dragon that Zard in the entire game. I actually agree with Oak about Lapras, but despite the prevalance of Dragon Dance, I cannot agree about Feralligatr.

Agreed, Feraligatr is clearly a Crocodile, and that takes precendence over any minute resemblance to a dragon.

I agree that Tyranitar and Lapras should be counted as well, but I'm frankly not sure why. Lugia, Kyogre and potentially Groudon (same reason as Feraligatr) should be on the list. Tropius is a bit of a stretch, as he's both dino and dragon..

well, seeing as pokemon are mostly based on existing animals, and seeing as there actually exist families of reptiles that are called dragons, I'd stretch it and say that most Pokemon based off reptiles (including some dinosaur species) will inevitably bear some resemblance to a dragon... Aerodactyl is a prime example that has not been mentioned.

Interesting, Gold, and yes, Aero could be interpreted as a dragon. In order to decide which Pokemon perhaps should have been part Dragon, it is important to keep in mind that Gamefreak clearly had a fairly misconstrewed, or at least hazy idea of what a Dragon actually was; look at Kingdra, for example. Looking at it that way, perhaps they were more concerned about the way these Pokemon would affect the metagame, rather than them conforming to any stereotypes. With that in mind, it becomes more understandable that Pokemon like Charizard and Tyranitar are not part Dragon.

and that pokemon like Flygon and Garchomp (not to mention Giratina, Palkia, Dialga, Reshiram and Zekrom) who look nothing like dragons are part dragon.

Exactly! And you know what? I'm glad that those Pokemon, and others like them, exist. It makes it more interesting than having loads of the classic Dragon copies.
