Cooldown Time after successful catch is not doubled. For eg Quick ball has a 12s CD, which should double to 24 after successful catch. However, I'm able to throw 12s later.

My reasoning is that, in the main games the only reason for a forced loss in this case against NPC is the blacking out mechanics i.e. the defeat is to prevent players from walking around with 0 active mon. As this mechanics does not exist in any simulator in general, I believe this assumption is a rather fair one to make.
