    Introduction...
I'm certain we've all seen the same items being used over and over and over no matter what tier you play or watch. We can't go a few battles without seeing someone use Leftovers, Life Orb or Choice Scarf. This tour eliminates the most commonly used items, making team builders restrategize their Pokémon movesets to be viable without their staple items; It also allows them to use such items will not be used, allowing for some rarely used Pokémon to come into battle and shine.

    Format...

An ORAS OU tour without using following items and Mega Stones.
    Air Balloon
    Assault Vest
    Black Sludge
    Choice Band

    Mental Herb
    Power Herb

    The fundamental idea seems ok.
Wondering what measure you used to determine what items to exclude.

I seen all Pokemon with above 1% usage in ORAS OU Tier played in November 2014...
Then I excluded all items which had above 10% usage of such Pokemon...

You have Sharp Beak without Sky Plate, Toxic Orb without Flame Orb etc...

I would much rather you draw of a line of where you allow / disallow groups of items (e.g. all plates, orbs, herbs etc)

Also, there's not much someone could do with a list like this, so I would probably say make some of the items you have on that list allowed so that there are actually viable choices of items to pick from.

    Ok I did some changes...

Now I exclude items which has at least 15% usage of those Pokemon...

So items Sharp Beak, Shed Shell, Black Glasses, Dread plate, Scope Lens, Chesto Berry and Expert Belt are now usable...

Reason why Toxic Orb is banned and Flame Orb is usable is that Toxic Orb users i.e. Gliscor and Breloom have a ability Poison Heal whereas no such ability is there for Flame Orb... If I remember correctly, Flame Orb is mostly used in NU for Facade move and Guts ability which has hardly rose from NU...

    The current list looks better.
I am wondering though, megas seem to have 0 drawbacks in this tour. They are in effect, unchanged. They are only one per team but it's a concern Raducan raised yesterday.

I think the problem with Megas is each mon has a different item to evolve with. It might therefore end up being that the most dominant megas' stones are banned, meaning that lower tiers' stones could be used?

Well I havent considered Mega Stones as items for this case...
They can use any Mega Pokemon allowed in OU in this tour...

Ok I first hadn't understood what question was unanswered until Raducan told me...
Anyways, Due to Absence of Leftovers, Focus Sash, Assault Vest and Eviolite, it becomes easier for Mega Pokemon to defeat others...
Also in absence of Choices and Life Orb, it becomes tough for other Pokemon to defeat Megas...

So it will be better if we disallow few Mega Pokemon so any Pokemon do not stay over powerful...

I think banning all OU Mega stones will be best and the other OU Pokemon will be in balance along with UU mega Pokemon...

In other words, I will ban the following Mega stones...

    Charizardite X
    Charizardite Y
    Garchompite
    Gardevoirite
    Gyaradosite
    Heracronite
    Latiasite
    Latiosite
    Manectite
    Medichamite
    Pinsirite
    Scizorite
    Slowbronite
    Tyranitarite
    Venusaurite

Banning these Mega stones will create balance in battling...

Well banning Chompite is debatable but, yeah. That sounds like a decent solution to me, means that the megas aren't disproportionately good compared to everything else. With the most recent item list and the mega bans. I think I can put a limb out and say Approved 1/2
