    Hetalia is an anime about the interactions between the countries of the world. It does this by turning the countries into people, complete with the associated stereotypes. The main events of the series are set in the WWII era, so it's your standard Allies vs. Axis scenario.

    EDIT 2: I hereby certify that the current version of this theme cleared RiceKirby's Theme Checker with no fatal or minor errors.

    ALLIES: WWII's Allied Powers: USA, GBR, FRA, RUS, CHN (and friends)
    AXIS: WWII's Axis Powers: GER, ITA, JPN (and friends)
    BALTIC STATES: Three small countries who are actually not a part of Russia. They're virtually indistinguishable from each other except by each other. They are Latvia, Lithuania, and Estonia.
    CHIBITALIA: Chibitalia is the hero of the show's Chibitalia miniseries, depicting an alternate history where Italy and Rome are of similar age instead of Italy being Holy Rome's grandson. Lots of shipteasing.
    FINLAND: In the show, Finland IS Santa Claus. As such, nobody takes him seriously as a threat.
    SWITZERLAND: Two conspirators, Switzerland and his sister Lichtenstein.
    AMERICA (Allied): Has a revealing standby expose. Has a 2% chance to hax Britain or France.
    AUSTRIA (Axis): .5 vote.
    BELARUS (Allied): Knows Russia.
    BRITAIN (Allied): Can protect at night. Has a 2% chance to hax France.
    CANADA (Allied): Reveals as America. .1 vote.
    CHIBITALIA (Self): Knows Holy Rome. Reveals as Italy. -100 voteshield.
    CHINA (Allied): Nightkiller.
    CITIZEN (Allied)
    ESTONIA (Baltic States): Shared nightkill. Knows Russia and teammates. Can't kill Russia.
    FINLAND (Self): Immune to all kills. Can poison at night. Has a revealing daykill.
    FRANCE (Allied): Can distract at night. Has a 2% chance to hax Britain.
    GERMANY (Axis): Nightkiller. Can't kill Russia. Knows Italy and Japan.
    HOLY ROME (Axis): Daykiller.
    ITALY (Axis): The title character. Can distract at night. (10% failure rate.) Knows Germany and Japan.
    ITALY ROMANO (Axis): Representation of Northern Italy; Italy Veneziano (or just Italy) represents Southern Italy. Can protect at night. Knows Italy.
    JAPAN (Axis): Can stalk at night. Knows Germany and Italy.
    LATVIA (Baltic States): Shared nightkill. Knows Russia and teammates. Can't kill Russia.
    LICHTENSTEIN (Switzerland): Knows Switzerland. Reveals as Switzerland.
    LITHUANIA (Baltic States): Shared nightkill. Knows Russia and teammates. Can't kill Russia.
    RUSSIA (Allied): Can inspect during the night.
    SEALAND (Allied): .01 vote. 2% chance to hax Britain.
    SWITZERLAND (Switzerland): Can inspect at night. Knows Lichtenstein.
    THE NETHERLANDS (Allied): Haxes kills: 10% teamreveal, 2.5% playerreveal.
    UKRAINE (Allied): Can distract at night. Knows Russia.
    The first 8 to spawn will hereafter be called the "Base Eight" and are, in order,
    America, Britain, France, Germany, Italy, Russia, Japan, and China.

    The Base Eight are the main forces for both sides. 5 Allies, 3 Axis. Remember that Germany's the only killer for the Axis.

    The first list is for games of less than 16 players.
    (Base Eight), 3 Citizens, Romano, Sealand, Citizen, Canada.

    12 might be a suboptimal spawn point for the Axis BG.
    At 15 players, it's 11 Allies (7 PRs) and 4 Axis. Each side only has one nightkiller.

    Second, for games of 16-21 players.
    (Base Eight), (Switzerland and Lichtenstein), 3 Citizens, Romano, Austria, Sealand, Citizen, Canada, The Netherlands, Ukraine, Belarus.

    At the 16 point, Switzerland, Lichtenstein, and Austria are in and Canada and a Citizen are out. (But they're the next 2 in line, so it's not that drastic.)
    At 21 players, it's 14 Allies (10 PRs), 5 Axis, and the 2 conspirators.

    Last, for games of 22-35 players.
    (Base Eight), (Switzerland and Lichtenstein), (Baltic States), Holy Rome, Romano, Ukraine, Belarus, 5 Citizens, Austria, The Netherlands, Sealand, Citizen, Canada, 2 Citizens, Chibitalia, 4 Citizens, Finland.

    At the 22 point, the Baltic States, Holy Rome, and a fifth Citizen are in and Austria, The Netherlands, Sealand, and Canada are out. (All 4 respawn within 5 players.)
    At 35 players, it's 22 Allies (10 PRs), 6 Axis, the 2 conspirators, Chibitalia, Finland, and the 3 Baltic States.

    Changelog added.
    Switzerland and Lichtenstein, the Baltic States, and the main Axis Powers (GER, ITA, and JPN) are now PreventTeamvote and TeamTalk compliant.

    what's the point of Russia not knowing who Belarus and Ukraine are from the start but they know who he is? if he's going to connect them it's probably best to at least give him reveal on them back

    Ukraine's flavour might be a little too suggestive for mafia, I'd advise changing it

    Sealand as it is is fairly useless since France can also hax Britain and it has a small vote which is almost negliglible. So far it doesn't seem that village is that OP, so it wouldn't hurt to make Sealand either more useful or have more of a chance to be negative utility

    should specify that Italy's /chatter is a distract. also only Germany has the kill? seems like a weak mafia

    Austria sounds completely out of place without any commands, < 1 votes, and no link to any of the mafia on their team. No one would enjoy being that role

    should specify HRE's daykill does not reveal, also should specify that Finland can't be night/daykilled

    Lichtenstein inspecting as the other consp doesn't really make a lot of sense, also conspirators on the same team? seems like a lot of filler to me

    Baltic States all have kills but can't do much else, not very original imo, without anything to help them take advantage of them knowing Russia

    overall the theme doesn't really stick out to me, not to mention the only citizens first spawn around 18, which is way too long imo. so yeah, I'll have to Decline [1]

    I'd agree with you here and I was considering it, but having two team-reveals on an inspector who's immune to most nightkills (Germany and the Baltic States) seemed too overpowered.

    That's Ukraine's entire character in the source material. Her stated objective is to make friends in the European Union. The "And you're poor, so they're real!" line is an almost verbatim quote from Russia at the end of his introduction of her.
    And Belarus's is worse: she's pursuing an incestuous relationship with Russia. That one I left out.

    Nobody recognizes Sealand as a country. His purpose in the source is to remedy this. The uselessness here is meant to mirror that.
    EDIT: In the source, Sealand seeks help from Latvia to be recognized as a country. Buffing Sealand to hax the Baltic States.

    Noted, adding to Italy's /help.
    Germany's the only one who's a trained fighter in the beginning. Early story arcs show Germany attempting to train Italy and Japan. A shared kill just felt wrong.
    EDIT: Maybe I can give Germany a /train command to give Italy and Japan separate nightkills?

    Agreed; I should've been more clear in HRE's /help.
    Similarly, I will clarify Finland's /help.

    Lichtenstein's introduction shows her cutting her hair to match Switzerland's and the two going out in identical clothing. Until you hear them talk, they're indistinguishable. I can change Lichtenstein's spawn point if that helps.

    The Balitic States are weak characters, partly (mostly) because of Russia.

    The first citizen spawns at 9.

    At 25, the Allies have 13 (8.2 PRs), the Axis has 7, the Baltic States are unchanged, and Switzerland has his sister.
    At 30, the current cap, there are 16 Allies (8.2 PRs), 7 Axis, 3 Baltic States, Switzerland and his sister, Finland, and Chibitalia.

    My plan going into this update was to have Holy Rome spawn earlier, but that wasn't going to happen without interfering with some PRs and I didn't want to have to do that in this verison.
