I think 44 Speed is a must on defensive sets. Azumarill at max speed hits 218 and Rotom doesn't really appreciate taking a Play Rough from any variant of Azumarill. First thing's first, going to have to disagree with user Celebi and their advising the usage of 44 speed EVs for Azumarill. Jolly is used on under 15% of Belly Drum Azumarill and under 2% of Choice Banded Azumarill. In addition, outpacing Landorus-T isn't always a given as many are running enough to outpace DD Mega-Tar, Dragonite, and other pokemon, so it'll just be a waste when you can still be slower and get the volt switch in after they u-turn w/ more bulk in most situations. Oh and Jolly Mawile is literally never used, Adamant with bulk is 100% better, so that's not a valid point either. Overall, a 252 HP / 252 Def / 4 SDef or a 252 HP / 4 Def / 252 SDef spread are the best for Bulky Rotom-W. Mention HP Ice in the OO. Looks pretty good, to be honest, well done!
I disagree with this section in the Bulky Pivot set; those sets are run literally just to demolish a bulky Rotom-W with a spread like the one in your analysis with Play Rough, so it is by no means bad. You can also mention Specially Defensive / Assault Vest sets in OO, but Physically Defensive is definitely better in this meta atm Other than that, I can't find much wrong with this. QC 2/2
