A Raikou without Calm Mind!? Proposterous!
    Raikou @ Shuca Berry
    Trait: Pressure
    EVs: 252 HP / 96 Spd / 32 SAtk / 128 SDef
    Timid Nature (+Spd, -Atk)
    - Rest
    - Sleep Talk
    - Hidden Power [Ice]
    - Thunderbolt

Behold, the mighty wall. One wall to wall them all. Any constructive critism would be appreciated :3
Pair it with something like Gliscor or Skarmory, or something that appreicates dead Flygons.

The main reason I run electrics is because I never use steels and risk getting swept by Staraptor. This seems to work though would a physically bulky version of this set work?

Definitely run it with TSpikes, they allow it to beat Blissey more easily and also stall out special attackers when Sleep Talk isn't choosing the right attack (ie against Rapid Spin Starmie). Life Orbed-Tinkerbelle Celebi works well with this set as it can get rid of Swampert and other bulky Grounds with Leaf Storm and when Thunder Wave is employed at the correct time stuff like Tyranitar switch-ins are made suseptible to super-effective 140 BP Life Orb boosted STAB (which is great, because all Tyranitar beat RestTalk Raikou); however, tink can't be considered a counter because she's annihilated by almost all of Tyrnaitar's attacks. Offensive Celebi are often sucseptible to Flygon's U-turn spamming as well, so using this Raikou to bait them out and OHKO them it very useful. Another thing to note is that Celebi walls Breloom's dual STABs, and if Raikou is switched in to Spore, activating the sleep clause, Breloom can hardly to anything to her.
MixApe will completely annihilate the combination of the two, so packing a Starmie or Scarf Flygon of your own is not a bad idea. Rotom has excellent synergy with Raikou despite their common Electric typing - if you find yourself with enough Ground resists/immunes on your team Leftovers may become a much better idea over Shuca, and Flygon switch-ins can still be tricked by the unexpected opening move HP Ice. If Jolly Gliscor is not a problem to you an alternative EV spread may be EVs: 252 HP / 32 SAtk / 224 SDef -Timid Nature (+Spd, -Atk), to increase bulk and still outspeed Adamant Gliscor and Jolly/Timid Dragonite. Also, a physically bulky spread is perfectly viable, as it would allow it to counter frail Infernape, who won't KO against 252/224 with Close Combat and will be KOed by a Thunderbolt at -1 Sdef. It would also make it a good counter to Staraptor and Scizor, but it would generally deter its usefullness against things like Zapdos, Gengar, Starmie, Celebi, Togekiss and Rotom.
Becuase this set ignores Blissey's attempt at being annoying all day and eventually causes her to be unable to use Seismic Toss anymore, running a cleaner that loves to see Blissey down on her luck is a good idea. Empoleon per example is an amazing sweeper, though it is unable to do more than 35% to Blissey. Once Blissey is made useless Empoleon can sweep all day. Also, Empoleon gets fantastic synergy with Celebi. Using the physically defensive spread, RestTalk Raikou can handle two of the metagames most prominent priority attackers, Scizor and Dragonite. When both of them and Blissey are out of the way a Sub/NP Salac Azelf is virutally unstoppable (though Azelf's type coverage is poor enough to be walled by either Heatran or Cress, depending on the choice of moves).

This set is awesome . I wonder how a similar set to Crocune may work . Paired with support , it may well be better
