At least Dunsparce can fly (albiet with tiny wings). I'm pretty sure Empoleon is flightless, and gliding doesn't really count as flying since it takes no energy and it can't stay in the air. Also, Scyther and Dustox can fly, and the latter can be seen flying in the anime. This is getting way off-topic though. :P

^ I wouldn't say Typhlosion would replace Groudon in Ubers even with Drought, because Groudon has bulk and better typing at its disposal, whereas Typhlosion is frail as all hell, with mediocre Fire-typing, and only one use. Groudon can also use support and defensive sets brilliantly.

Why X-Scissor over Sucker Punch? Sucker gets the Normal-types which are immune to SS and faster than X-Scissor, while X-Scissor only works if you're faster. You could use both over Sunny Day, but I presume it's a sun setter or sth.
X-Scissor's to beat any Normal type that has some form of recovery. Sunny Day is for catching Tyranitar, Hippowdon, and Abomasnow on the switch. The last move is Filler if you have Rain or Sun support. Perhaps a +Spe Nature...

Stall is a reasonable upgrade from Slow Start as even though you will still go last, you will have virtually 0 speed all the time so there is no need to invest there. Payback always hits at full power, allowing it to take on Ghost and Psychic pokemon. Return is obligatory STAB, letting it hit very hard for neutral damage. Revenge allows you to throw a base 120 power fighting attack without penalty as long as you have taken damage that turn, which is almost guranteed since you will always go last. Meanwhile, Drain Punch lets you heal while still doing major damage to the Steel and Rock pokemon that it despises. The choice between Revenge and Drain Punch is yours: if you do not have very much or any support for Regigigas, Drain Punch is the best option as you can recover your health. Otherwise, Revenge is a high benefit/low risk option that lets you either hit significantly harder or slightly weaker. Fire Punch is good for coverage with Dark and Fighting moves, allowing you to put the hurt on fire-weak pokemon such as Scizor, Ferrothorn and Venusaur. Earthquake is an alternate option if you are lacking in Ground type moves. Checks and Counters: While Stall allows Regigigas to utilize its attack immediately, it will still always move last. With the given EVs, Roserade outruns Timid Choice Scarf Starmie (when it's sunny), and the sheer power behind those attacks is bound to hurt pretty much anything that isn't a pink blob. Weather Ball is more powerful than a Flamethrower in the sun, while HP Ground has good coverage alongside it, and Sludge Bomb's simply another STAB that also has decent coverage. Growth and Giga Drain are obvious, while Shadow Ball is a surefire answer for the likes of Gengar and Espeon. :3
I don't think there is any need to mention Shadow Ball here as a +2 Weatherball in Sun after the Growth boost is plenty strong enough to take out Gengar or a Dual Screening Espeon. Since you had one more change still technically, why not make it Earth Power instead of HP Ground? The only thing Sludge Bomb I can think of will hit is Dragon/Flying. Earth Power stops you from being walled by Heatran and has great coverage with Sun Weatherball and Giga Drain. EDIT: I REALLY like the idea of Roserade having Chlorophyll. A base 125 SpA being used to its fullest potential and then some with Growth and double speed under sun to patch up the base 90 Speed. Sounds really scary.

Genesect gets Rock Polish, not Agility (not that it really matters). Also, Flash Fire is a nice idea for a bug/steel type, but I wouldn't say for Genesect. Its not really bulky, so even non-supereffective moves can hit it hard, and not having Download will really hurt it. Additionally, Over Heat instead of Flamethrower would mean that after firing off an OverHeat Genesect will almost always be forced to switch out, negating the +2 speed acquired from Agility(i.e Rock Polish) along with the Flash Fire boost. Not really liking this Genesect.
