Since the tiers were taken straight from rby2k10 as far as I know, I think it would be a good idea to reconsider the lower tiers given that wrapping moves are (unofficially) allowed on PO. Dragonair and Arbok may be broken in NU and perhaps Arbok in UU too. Apart from Wrap's potential ability to sweep it's ability to provide free switches could be gamebreaking given that hitting on the switch is a very big part of UU and especially NU.

Oh and regarding LC I'd just ban wrap moves straight away if possible. Agiwrap dratini 2hkoes everything.

Agility-Wrap Dragonair could be extremely broken, yeah. Not sure if Arbok would be more broken than anything else with Wrap, but I hope that I'll never see it in play regardless. It's a problem that Arbok gets Earthquake, as Gastly will go down to it quickly.

Apart from Arbok and Dragonair the other things with wrap are grass types such as Weepinbell and Tangela and I don't think they'd be as problematic. But Arbok lears Glare and is already faster than many things so idk.

Dragonair gets thunder wave so that could also be problematic
Then again weepinbell and tangela both get stun spore aswell

Paralysis and wrap isn't exactly a 'broken' combination as the actual brokenness comes from wrap itself, but when wrap misses the paralysis can be crucial... obviously
Rock types can also be used to counter wrap, so grass types with wrap could be quite dangerous...
    Am I theorymonning?

Grasses and Surf Dragonair can OHKO Graveler and Arbok can 2HKO it with Drain after a round of Wrap. Golem/Rhydon are often the perfect mons for wrappers to set up, and I don't see much difference with Graveler in UU. Omastar may still be more problematic, but then again, Omastar is simply plain bad in UU and using it could be considered anti-teaming.

But honestly, I don't see how Drag/Arbok/Weep in UU could be more borken than Dnite/Cloy/Vict in OU, maybe on-par. Buzz, Venomoth, waters etc there is plenty of stuff able to status/blizzard/whatever and are able to take some hits from the wrappers before going down, and many are initially faster. I actually think wrap's ability to get free switches could be more impactful than it's ability to sweep late-game. (in this whole last paragraph i'm theorymonning though).

That's probably the UU team I'm talking about:

    Electabuzz (M) @ (No Item)
    - Thunderbolt
    - Thunder Wave
    - Seismic Toss
    - Psychic

    Weepinbell (M) @ (No Item)
    - Razor Leaf
    - Stun Spore
    - Wrap
    - Sleep Powder

    Vaporeon (M) @ (No Item)
    - Blizzard
    - Haze
    - Surf
    - Body Slam

    Graveler (M) @ (No Item)
    - Earthquake
    - Rock Slide
    - Body Slam
    - Explosion

    Dragonair (M) @ (No Item)
    - Agility
    - Wrap
    - Blizzard
    - Hyper Beam

    Arbok (M) @ (No Item)
    - Earthquake
    - Mega Drain
    - Glare
    - Wrap

However, I think wrap users such as Drag/Arbok/Weep are likely to be broken in NU. Omastar is much better and standad here on the other hand.
